everyone who requires access will need to submit the on-line application,
yes.  in principle, there is no set limit on users, but we would of course
like to minimize administrative overhead and maintenance (e.g. of accounts
and mailing lists) over time.  hence, my immediate suggestion would be to
be somewhat conservative and ‘slip in’ people on demand.
