[mrp-users] exact closing date for the evaluation period

dear colleagues:

one of you is asking about the exact interpretation of the closing
date for the evaluation period, monday, august 10.  we had intended it
as noon tomorrow (monday) in europe (CEST), but we now see that we
have failed to make that precise in all parts of the task web pages
that discuss the schedule.

thus, we are happy to interpret the deadline in the more generous
'anywhere on earth' perspective: the end of the day on monday, august
10, in niue (time zone NUT) or american samoa (SST).  this is
effectively 25 hours later than 12:00 CEST, so everyone has a little
more time to wrap up their submissions, a little more than 48 hours
from now.
