[NLPL Task Force (A)] review STACKn, UCloud and NIRD Toolkit

Hi everyone

At the EOSC meeting this week, we were asked to assess how useful some
tools would be for the NLP use cases.

The tools are STACKn, UCloud and NIRD Toolkit, and I admit I have next
to no knowledge about them :)
