[NLPL Task Force (A)] gpu hogging on Saga

hi vinit,

i recall you had previously suggested that the Saga scheduler should
prevent users from flooding the gpu queue with jobs, effectively
locking out others for extended periods of time.  i have passed on
that suggestion a couple of times, but it remains to be implemented.

in the meantime, i would suggest we act as model citizens and not
over-saturate the gpu queue ourselves?

$ squeue -p accel | grep vinitr | wc -l
63

unless these are rather short-running jobs, maybe, so that, say, two
hours from now things will look different all by themselves?
