[NLPL Task Force (A)] NCCL on Saga (for use with CUDA 10.2)

dear colleagues,

could i kindly ask for installation of NCCL (version 2.6 or 2.5) on
Saga, preferably as a module without overly specific dependencies on
e.g. the toolchain (i would need GCCcore/8.2.0) and CUDA version (my
requirement just now would be 10.2)?  it appears NCCL supports a
reasonably wide range of CUDA releases, so the same installation
should be good to use in combination with any version between 9.0 and
10.2 (current).
