Hi,

cuDNN 7.4 and CUDA 10.0 are available on Saga. You can load both of them with:

$ module load cuDNN/7.4.2.24-CUDA-10.0.130

We don't have OpenMPI 3.1.2, but I suppose that 3.1.3 or 3.1.4 would do insteead:

$ module load foss/2019a

or 

$ module load foss/2019b

GCC 4.9 is antiquated and we don't support that old software. I hope that is a minimum standard.

Unfortunately, we don't have NCCL 2 compiled with CUDA 10.0. Can you compile that on your own using Conda?
